Settled here for the same reason as buildable, and it matters more:
MatchedRule.TryApply reads it on every attempt, and a rewrite pass
makes an attempt at every node of the tree with every rule of the set. Computed on
each read it walked the whole pattern tree behind a delegate before any matching
began -- so the cost was paid most heavily by the case that does the least work,
a rule that does not fire.
