Summary
A rule's name as the clause it was written as:
dividing-by-a-quotient-multiplies-by-its-reciprocal is dividing by a quotient

Remarks
A rename rather than a translation, and deliberately nothing more. Replacing the
hyphens is the whole of it: every one of the rule names written as data is already a
phrase in English, because that is what they were written as. A rule whose name does not
read as prose is a name to fix —RuleProseTest is where that is held — and not a
case for a table of exceptions here, which would put the readable version somewhere the
author of the rule does not look.
