Summary
The Euclidean norm of a vector.
Remarks
This used to always finish with InnerSimplified, even
when the caller had asked for numeric evaluation. A norm like sqrt(369)
has no exact simplification, so it survived as a Powf and
EvalNumerical then rejected it as "not a simple
number" -- it only worked when the norm was a perfect square.
