Whether the polynomial expr in x is positive at
every real x but possibly zero once its parameters are real: every
monomial an even power, every coefficient a positive number or an even power of a
symbol, or a product of those. The coefficients taken for positive are returned as
the condition c^2 > 0 and ..., conjoined with already,
which is exactly the statement that each such parameter is real and not zero.
