Summary

Whether factoring expr is worth trying on the way to solving
it for x.

Remarks

Both conditions are about what the step before this one has already done, not
about what factors. Below degree four there is nothing left to find: a quadratic
or a cubic that factors at all has a rational root — a cubic splits as a linear
factor times a quadratic, or into three linear ones, and either way a linear
factor is there to be found — so
TrySplitOffRationalRoots(AngouriMath.Entity,AngouriMath.Entity.Variable,AngouriMath.Entity@) has already divided it
out. Four is the first degree at which a polynomial can factor with no rational
root anywhere in it, x^4 + 3x^2 + 2 being (x^2 + 1)(x^2 + 2).
And a two-termed a*x^n + b is left whole, because inverting the power
answers it in one step and in polar form, where factoring first divides out the
rational roots and leaves the rest to be recovered from a quotient. That is the
judgement TrySplitOffRationalRoots already makes, for the same reason.
